*Last verified: 9 July 2026*

## Quick Facts

| Question | Answer |
| ---- |
| **Is desexing mandatory?** | Not by state law, but most councils require it for registration under s10A of the Domestic Animals Act. |
| **Can she stay entire?** | Yes, if she qualifies for an exemption: Domestic Animal Business (DAB) registration, applicable-organisation membership (e.g. Dogs Victoria), or a vet health exemption. |
| **Breeder threshold** | 1–2 fertile females bred for sale = "microbreeder" (no registration).<br>3–10 = DAB, unless you're an applicable-organisation member, in which case you're a "recreational breeder" and stay exempt.<br>11–50 = DAB plus Commercial Dog Breeder Approval (50 is the absolute cap). |
| **Identifier needed** | A PER source number, before advertising, selling or microchipping any puppy born after 1 July 2020. |

## Summary
Victoria's **"microbreeder"** category is defined entirely around fertile female dogs — a male is never counted. Owning 1–2 fertile females bred for sale keeps you a microbreeder (self-enrol on the Pet Exchange Register, no registration needed).

From 3 fertile females, the picture splits in two:
1. If you're a breeding member of an applicable organisation (e.g. Dogs Victoria) with up to 10 fertile females, you're a **"recreational breeder"** and still don't need to register as a Domestic Animal Business (DAB) — you just follow your organisation's code of ethics.
2. If you're not a member of such an organisation, 3–10 fertile females makes you a DAB, requiring council registration and compliance with the Code of Practice for Breeding and Rearing Businesses.
3. Above 10 (up to a hard cap of 50), everyone must register as a DAB and separately obtain **Commercial Dog Breeder Approval** from the Minister for Agriculture, regardless of organisation membership.

Desexing itself isn't mandated by the Act — it's a condition most councils attach to registration. A breeding female avoids this by qualifying for a s10B exemption (most commonly DAB registration or applicable-organisation membership).

## Registering Your Breeding Female
* **Count fertile females:** 1–2 for sale = microbreeder (self-enrol on the PER only).
* **3–10:** register as a DAB with council, unless you're a breeding member of an applicable organisation (e.g. Dogs Victoria), in which case you remain exempt as a recreational breeder.
* **11–50:** register as a DAB and separately obtain Commercial Dog Breeder Approval from the Minister for Agriculture.
* **Confirm** whether your council requires desexing for registration, and secure the relevant exemption if so.
* **Microchip** by 12 weeks (or before sale) and register with council once over 3 months old.
* Get a **PER source number** before advertising, selling, or microchipping any puppy she produces (born after 1 July 2020).
* Renew registration annually by 10 April.

## Litter & Welfare Limits
* Minimum age **12 months** at first mating, with a vet health check confirming she's fit to breed.
* Further vet checks within 4 weeks before each subsequent mating season, and within 8 weeks post-partum (or at least annually).
* Maximum **5 litters** in her lifetime, then retirement from breeding.
* Must be housed singly in a quiet, warm, dry area when whelping or with dependent puppies.
